Remember, we cannot provide the .isos for download, so you will need to rip the Biohazard Outbreak discs from your own collection. You will also need to provide your own PlayStation 2 BIOS, again, something we cannot provide.
On the emulation setup, everything really depends on your hardware. For example, I have played Resident Evil Outbreak online with an i3 laptop which only had integrated graphics. There were no frame drops, and I used the default PCSX2 settings.
Feel free to tweak the settings to find the *sweet spot* which will run flawlessly on your setup.
